I am afraid we will see legislation proposed in the coming years that will outlaw encryption and anonymous communication systems like TOR.

One important reason for this is is the data retention directive. Right now it is almost useless, as people who want to avoid being monitored simply can use encryption and TOR.

When the data retention directive was implemented in danish law, IT-Politisk forening (itpol.dk) released a new Linux distribution Polippix with all the relevant tools for protecting privacy. This got mainstream media coverage when an IT workers union sent out a copy of Polippix on a CD to all their about 12000 members. The comment from our minister of justice was: "Only criminals would use that CD". Unfortunately most politicians are just as ignorant about IT security as our minister of justice, so a ban on encryption and TOR is likely in the near future unless we manage to educate them before.

When such a ban is proposed it will be supported by police and secret services. The recording industry will also strongly support it, as they know the filters they are trying to set up on the internet are useless if encryption is used. The ban will also be opposed by companies who already use encryption to protect their communications. Most likely it will end with a compromise where TOR is completely banned and encryption only is allowed for companies and the state, and where no private citizens are allowed to use encryption to protect their private communication.
